How do I create & find existing group in jira ?

Hi, 

How to Create new group in jira so that i can use that group for granting permission. And where from I can know the groups created already , and the memebers of the group ?

Go to "User managment" and on the left you find the section "Groups". There you can find all the created groups and also create new ones. In "Issues" --> "Permission schemes" you can grand permissions for each of them.

Where can i find User Management . To mention I'm using Jira Cloud and I'm not the site admin.

If your not the site admin, you have to have the permission. Otherwise you can't adjust these things. Ask your admin for these permissions.

I have JIRA adminstrator  privileges , isnt that enough ?

That should be enough. Press on the gear in the right top corner. There you find "user managment"

You mean the left top corner if I'm not wrong. But i dont find any user management. I find only Jira settings, issue and filters, Projects, Dashboard
