I have a bunch of filters and dashboards created by a former team member who no longer has access to Jira. The user is displayed as the "owner". As the admin, is there a way for me to remove these filters and dashboards since they are no longer needed? Thanks!

Yes! As an administrator you have access to a complete list of Filters and Dashboards.
Click on the Gear icon in the menu bar and select System.
In the navigation bar on the left find the section for "Shared Filters and Dashboard".
Click on the Filters or Dashboards item to see a list of the respective items.
You can click on the ... button to the right of an item to find a Delete option.
Make note that this is a permanent and irreversible deletion. Be very sure that you really want to delete the item.
Note also that filters may be used in agile boards. You will receive a warning if you try to delete a filter that is used by an agile board. You should first delete the agile board in that case, and then the filter, if they are both truly no longer needed.

as a JIRA Admin, you can administer Filters and Dashboards (even if private) through the following menu :
Cog Icon -> System -> Shared Items
