How do I generate a report showing count of issues by reporter

I would like to generate a report or data extract that shows two fields

Reporter (Name not id)

Count(Tickets)

Is this possible?

Run a search for the issues you are interested in, then save it as a filter.

Click on the dashboard option and go to a dashboard you own (or create a new one), then add a gadget to it.  Select "filter statistics" and save it on the dashboard.

In the configuration, choose to display your saved filter, and "reporter" as the "statistic" you want to report on.  Save the config, and go back to the dashboard, where you'll now see a chart telling you the number of issues each reporter has.
