I am an administrator, but I need to grant system admin permission, nobody is responsible for changing this permission here.

System administration is something your Cloud support people have, it's not for end-users.
Why do you think you want it? Have you raised a support call with Atlassian to report what the problem is?

Contact the other site admin that you have and that person will be able to help you in adding the users and can also make you the Org admin.

Atlassian support can possibly help you(make you the Org admin) if you could upgrade to a Standard subscription for a while.
