I followed this article, https://confluence.atlassian.com/cloudkb/reset-and-delete-all-data-from-your-cloud-site-691012037.html, to delete both my Confluence and Jira instances so I could create fresh installs ready for final cloud migration. It appears the instructions are wrong or there is a problem.
When I deleted them, there was no "delete immediately" option as described in this document.
When I try to add a clean install of Jira, it keeps wanting to reactivate my Jira Instance, but I want a fresh install.
How do I delete the Jira instance now greyed out in my Admin Products List?
@Shane Parkinsonsorry to report that just a few months later your steps are already obsolete. Atlassian product managers seem to have to have too much time on their hands, and have since rolled out a new "billing experience" that changes that pages to not have what is depicted in your screenshots.
There is no "Manage subscriptions" menu option (actually, no left-side navigation menu at all) and no "..." element that allows you to delete or delete immediately a subscription.
Very disappointed in Atlassian, given they have mandated a cloud migration while making it very tedious with documentation outdated only a few months after being published.
Well, that's B*&mmer. I haven't needed to return to the manage subscription and delete instances to reset the site. I go and have a look and see what's changed.

@Shane ParkinsonSupport got back to me and suggested that the absence of "..." and corresponding "Delete" option might be because we're still on the 14-day trial. Still waiting on a final word, however.

Exactly which of the steps in that document did you follow?
There are statements in the document that say data will be deleted after a grace period. There are statements that say "follow these steps if you want to delete immediately..."
If you followed the steps for deleting immediately notice that it does say you then reactivate your product. It doesn't delete the instance, it only resets the instance clearing data from it.

I have reactivated Jira and have again got the original Jira instance with all the projects and Issues etc.
At no point in deleting the Jira instance do I get a "Delete Immediately" Button. There is only "Delete." on the products page. I now have Jira greyed out, and the "!" icon says data will be automatically deleted after 14 days.

Caveat - I have not executed these steps myself in a live environment.
Notice in step 6 you need to enter DELETE in the reason field.
Then in step 7 it says "After an hour any deleted products will appear under a new Inactive tab..."
Did you wait at least an hour? Did you get the "Inactive tab" mentioned in the instructions?

I waited overnight and went to the Billing, but there was no Manage on the left menu. There is no left menu on the billing page!
I did, however, discover that you need to click manage on any primary product, e.g. Confluence, and you are taken to the subscriptions page.
You do not get the menu on the left of the billing preview page. You then have to select a "Manage" link next to a general Atlassian Product, and it will take you to this products page where you can access the "manage subscriptions", and then a list of both active and inactive products can be accessed under these two tabs. Not shown in this screenshot.
Before this screenshot, I had Confluence and Jira software listed under the Inactive tab after about an hour or so. If you hit the three "...", you can "Delete Immediately".
The greyed-out Instances then disappear from your Product overview page.
I haven't tried to reinstall Confluence or Jira yet, so I'll give it a few more hours to be deleted.
Getting to this point has taken three days because what the help page says isn't what the site is doing. Clicking Manage on a greyed-out product (Manage hyperlink beside the name) takes you to a page that says reactivate. If you click "manage" for an active subscription, you see the manage subscription.
Depending on what happens when you click the manage against a product, you'll also get this page displayed, which appears to be the original page for Managing your "Subscriptions".
This page makes significantly more sense. Getting it or the other new "Manage Subscriptions" page is unclear, and I do not know why there isn't a Left menu on the Billing Overview page that displays the "Manage Subscriptions". You need to click the "Manage" link to get this menu to appear, which then enables you to perform a "delete Immediately" operation using the three "..." more menus.
I got there in the end, but it only took three days.

I'm glad you found the right path.
For me when I go to the Billing page I have no panel on the left at all, so based on my experience I concluded that the reference to Billing > Manage meant clicking the Manage option next to the core product in the list of products (core products and third party app products) in the Billing Preview page.
I can see how that might be unclear though.
