How do I make a field mandatory before the issue can be allowed to transition to another status

Our engineering department needs to make the fix version field required but only wants to make it mandatory upon transition from one status to another status. I can't find a solution. I've  tried adding a condition in the workflow transition, that didn't work. Is there any way to do this natively without using a third party add-on? This seems like an easy thing to do, however I can't find a way do this.

As per Atlassian, this is not possible without a third party add-on.

You can make use of Teamlead Toolkit or Jira suite utilities add-on for this purpose.
