How do I make the field "assignee" for a particular project required?

I have defiined a field configuration scheme and a filed configuration for that particular projects.
If I look into the field configuration i see a lot of screens using the assignee. I f I make the assignee now required this would affect all screens mentioned for that field.
Removing a screen applied for that field it will be removed in all other field configurations too.
Why do I see all these screens which are not used in the particular projects?
