How do I migrate a project to another instance without using any apps like "Project Configurator"? Including configuration, data and attachments.

Hello,

Without add-ons you would need to create the required project manually and then use CSV export/import to migrate data.

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

But importing the .csv file will also import the attachments inside the issues?

You should first export attachments and then you can import them with the csv file. You could export attachments using Jira Cloud Rest Api.
