How do i change my account to $10 flat monthly for 10 people

I may be interested in upgrading, and i do not see this offer or the ability to upgrade to this.

I know it exists as I have seen it before. 

I would like to add project permissions, and it appears I cannot do it on the free version.

I tried that, it says:

We'll upgrade you to the Jira Software Standard plan immediately, but you won't have to pay anything until Sep 27, 2021.

I have no idea what happens after sept 27th, and on other 'billing' pages i look at it suggests $7 per user a month,  i don't see $10 flat fee for 10 users

Sorry I looked more closely at your title/goal. There is not a 10 for $10 tier anymore. That went away awhile back.

Your options are outlined here - https://www.atlassian.com/software/jira/pricing 

Basically free gives you 10 users with some feature limitations. Then Standard gives you more features and removes the limitations of free starting at $7/user/month. From there you can go to Premium.
