Is your project a work management project in Jira? Because only in Jira Work Management we can change the color. It's not available for Jira Service Management and Jira Software projects. The link you mentioned is specific to Jira Work Management projects. Only in JWM we can edit the color specifically for each project.

I have reviewed your comment, and it seems that you are looking for a way to differentiate between external and internal issues by using different colors on the board. One possible approach is to assign specific card colors to external issues and another set of card colors to internal issues.

I think it is a different issue and the same question that I am having: Is it possible to set a background colour to a board (not the cards)?
This is a feature you can use in Trello and in Jira Work Management. The latter offers a simple paint bucket icon next to the title for administrators. If you work in different projects and boards, this feature gives you a very good sense of your context.
I have not found this possibility for Jira Software Projects yet, which is what we use primarily. Is this planned to be implemented?
