How does an admin change the titles in user profile?

I am able to change my own title but not others.  How can I do this?  JIRA was originally configured by two people who are no longer with the company.  Where does that title in a profile get created?  Thanks!

What do you mean by title in a profile?

Maybe you mean Logo:
