There are 2 csv import functions available in Jira.
If you are an end user, you can use https://support.atlassian.com/jira-software-cloud/docs/create-issues-using-the-csv-importer/
If you are a jira admin, you can use a more powerful import function https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/

Are the issues getting created? And just not bringing in the Attachments? Does the user doing the import have the Create Attachments permission on the Project?

@John Funk I am the admin, I have all the permissions, the issues are created in server side with attachments, now attachments are not getting imported

Just because you are an admin doesn't mean you have all the permissions. You only have the permissions that are in the permission scheme for that project.
So the issues are getting created, but NONE of the attachments are getting loaded?

You can attach files to issues created from your CSV file. To do this, specify the URL of your attachment in an Attachments column within your CSV file

Note that URLs for attachments support the HTTP and HTTPS protocols and can be located anywhere that your Jira Cloud site can access.
If you aren’t sure of your Atlassian account ID, you can log in to your Jira Could site, click on your avatar on the top-right corner of the page, and go to Profile. The last part of the URL of the Profile page is your Atlassian account ID.

@John Funk Just to confirm, does the person who is importing, should he have access to both the instances? I mean source(export) and destination(import) instances.

Its throwing an error stating that "An exception occurred dealing with attachment "

How large is the attachment? There are limits there.
Also, try going through Settings > System > External System Import and see if you get the error through that process also.
