How to Transition All but One Status Using the Transition All Feature

Hello,

We have two statuses that complete the workflow, either done or withdrawn. The workflow is quite large 24 or so statuses (I know it should be smaller but it's what the team wants), I would like to use the allow all statuses to transition to this one feature to allow all statuses to transition to withdrawn, except for the done status, so that the workflow easier to understand without the extra 24 transition lines going to withdrawn. Thus far I have had no luck using conditions, triggers, validators to eliminate the ability for the done status to transition to withdrawn... Any ideas??
