I would like to activate a new Raodmap feature on JIRA cloud. I follow article https://confluence.atlassian.com/jirasoftwarecloud/roadmap-957979308.html but I don't have Features link in Project settings

It means that it is a classic project. You should create a next-gen project. You can find more info on how to create a next-gen project here:
New features are only available for new projects... I don't get it. I can't just create a new project. This approach is useless for existing JIRA users.
