First thing, I recommend removing the specifics of your link from the post and image, as this is a public-facing community. Or at least obfuscate them.
Why use a URL as a variable name? I believe created variable names need to be alphabetic only as they are defined at rule-create time, and not at runtime.
Are you instead trying to access the content at that URL and then use that as the variable name? If so...why?

@Bill Sheboy It is important for me that thanks to the {{issue.Jira Task Result}} formula automatically displays a URL link for the variable. What else can I think of to launch? The name must contain only letters of the alphabet.

What do you mean by "to launch" as the variable does not access the URL or the content at the URL location?
The variable name is only visible inside of the rule when it is being edited.

@Bill Sheboy I need that, thanks to the configured automation in "Telegram", the smart value {{issue.Jira Task Result}} is triggered and thanks to the substitution, that URL is displayed, as in the screenshot.

Jira does not have built-in support for the Telegram app.
If you are using a marketplace app for connection to Telegram and it is not working as expected, please contact the vendor for support.

I still do not understand the problem you are trying to solve by writing the rule. That is, "why do this"?
Perhaps if you explain the problem to another person on your team, that will help you to understand the problem better...and what is not working as expected.

Smart values are name, spacing, and case-sensitive. Often the smart value does not match the field's display name on the Jira pages.
When an incorrect smart value is used, it returns null, as your email shows.
Please use this how-to article to identify the correct smart value (or custom field id) for your field, and then try using that in the rule:
