How to add comment field mandatory for DONE status without using any add-on

how to add comment field mandatory for DONE status in the transition in jira server. is there any possibility without using any plugin.

I have not tried but I believe you can add a Validator to the transition of type field required and chose Comment as the field.

I don't know if Jira Server is different than Cloud in this regard, but I do use a Validator and a transition screen to require the comment field to be filled out:
