By default a custom field is not limited to a project (unless you are using Team Managed projects?)
You can limit the fields availability through the context as @Airbus Driver mentions.
You will however have to add it to the screens of those 30 projects but that can be achieved quickly by editing the field and just selecting all the screens.

Yes, I believe you can use Contexts to achieve this. Please refer to Add a context to a custom field in order to configure it.
