Issues do not move between boards. Boards are not containers for issues, they are a view of a selection.
It sounds like you want to have selective boards, for which you do not need automation. The way to do that is have Board A show status early in the workflow, and board B select the later status.
For example, if you have a workflow that is
New -> In dev -> dev done -> In test -> closed
Board A, for the developers would have columns that contain status like:
Then board B would be:
An issue will appear to "move" from A to B with a scheme like this.
