Just want to know how to change a private filter to public, as it seems i cannot change it:
- I am site admin
- Every Filter that I create are private
- When i go to the filter Details, on the permissions section, there is no option to 'Edit Permissions'

Check default user preferences Tab in system settings and others as specified in the above link.

Thanks Kagithala, i try this where i change the default user settings from Private to Public, and then create another filter and still unable to change the filter permissions :(

Maybe you don't have the "share dashboards and filters" global permission. .

Related question - if the default global permission is set to private and I switch the default permission to public (as described above) - will that setting change impact the existing private filters (e.g. do they become public?). A 'no' answer here would be a positive output and allow for an easier transition.
TBH, find it quite backwards. The default should be public, not private and people have the option to make it Private for sensitive information. Curious to hear the feedback on this one as we get issues all the time - user can't see that filter, or dashboard, or report.
