We recently installed an on-premise Jira Server and have discovered that the issue detail opens as right sidebar instead of as a popup as the cloud version does. Unfortunately this is rather irritating to our developers and so how would one change this behaviour so that the detail view is a popup rather than sidebar? We are using version 8.9

There isn't the option I see on server. The option I see when you get a pop-up, if you user goes to the issue detail view and select edit and then a pop-up appears. Not what exactly what the users need but I haven't yet seen the option in the same version you are using.

This opening of the details as a sidebar seems to be a highly distracting trend these days and is unfortunate because the focus of people's eyes is not on the right side. From my perspective the whole point of clicking an item is to VIEW the details and so that should become the main focus.
I trust Atlassian will realize this and provide us with the option for a pop-up as the cloud version does. The method you indicate does provide a workaround but requires extra steps, sooo.... Anyways why the server product differs from the cloud, and why one would choose to change something that works quite well is at best perplexing to me.
