Hi,
We need change the existing user mail ID to new mail ID for unmanaged accounts without losing their existing data. There is no option in User management to change mail ID's.

unmanaged? If these are Atlassian accounts each user must access and update via id.atlassian.com
May be you can try bulk update the issues to new users.
Later disable the old users. This may a bit helpful

oooo...don't like that approach. this means the user ends up w/ two Atlassian accounts and other messiness.
