How to create a plan to define Hierarchy configuration?

This link assumes I have a PLAN section but I have none and after some hours I'm still unable to find out how to create a plan.

The Advanced roadmap feature is only available it you have the Premium plan of Jira.

You can enable the free trial of the Premium plan, just go to admin.atlassian.com > Manage subscriptions and change the plan.

Ok, thank you. Last one please, any idea why it's taking me minutes to load every page? I have checked and I'm on 200 megas bandwith average. Every other side goes fast.

One thing you can do is check and see if you have any browser extensions that are interfering. The easiest way to do that is to open a private window and see if that helps.
