I didn't find create issue option in actions category while creating custom rule. I am not sure whether we are missing something or may need to install separate add on.
Is there any other way to do this like adding post function in workflow or something ?

You are probably on a free version of automation. You will have to upgrade.
You can do it via workflows too, look at jsu, jewelry, powerscripts or scripturunner plugins, but you will have to pay for them.
