Is there a way to create a multiple bar graph in Jira? I want to create a bar graph that will show the total number of issues created per week vs total number of issues closed per week. Please note that I don't want to use the created vs resolved chart as it doesn't really show what we want to be shown because our closed issues may have different resolution other than resolved, like rejected, unresolved, etc.

Should your chart be cumulative? In the example you provided, it appears so, as the Closed line is continuously increasing. That's why I am asking.
If Created vs Resolved native Jira gadget is not good, have a look over Cumulative Flow Diagram report - perhaps it helps.

The Created vs. Resolved chart includes all issues that have a value set in the Resolution field, regardless of what that value is, as long as the issues are within the scope of the filter, or project, you specify for your gadget configuration. It should give you the data you want if the Resolution field is being set in your closed issues.

Have you tried the Created vs. Resolved chart? If not, I suggest you give it a try and let us know if it doesn't meet your needs.
The gadget provides the configuration options you want; weekly display of point-in-time counts.
The important thing to note is that the Resolved count/data is based on the Resolved date in the issues (1). That data is set and cleared based on the setting and clearing of the Resolution field (2). It is not based on the Status value directly.
The Resolution field should be getting set when you transition to any done/green status and cleared if you transition back to a to-do/gray or in-progress/blue status. This happens automatically in Team Managed projects. In Company Managed projects where the workflow has been customized this may not be happening if the administrator did not make sure to include that in the customization.
