How to create rule triggered by issue status change

I want my issues to be automatically assigned to a user when an issue's status change from In Progress to Done.

@Faiza Muzaffar, Welcome to the Community. If you want all issues to be assigned to the same user then simply edit the workflow and add a Post Function on the transition from IP to Done to set the Assignee.
