Hi Musku,
Take a look at the add-on Enterprise Mail Handler for Jira (JEMH) and this section of their documentation noting how to accomplish this:

Hi Earl,
Thanks for your inputs, this add-on which is great, but we have 500 users in my cloud instance and to use this add-on around 20 users, is it possible to purchase add-on for 20 users only, if not, can you suggest any less price add-on.
Thanks
Nagaraju

Hi Nagaraju,
There is not an option to purchase a lower tier for an add-on. This is covered in the marketplace licensing FAQ under the section "Which license do I choose when purchasing an app?":
"Purchase the license tier that matches the number of users you have licensed for your host product."
I'm not personally aware of any other add-on that can do this, but possibly Email This Issue which has a Cloud version of the application and is $2 per user apposed to the $2.50 for JEMH OR the Cloud version of ScriptRunner for Jira might be able to move issues around based on some logic post issue create, ScriptRunner is the same price as JEMH but has a different set of applicable features not related to email handling that could help offset the pricing if it fits other needs in your company.
However I was not able to find anything to confirmation on wether these apps would be able to accomplish this function via their documentation sites, and I would recommend reaching out to the vendors to see if they are aware of an option in the toolsets that would work for your use case.
Regards,
Earl
