It depends a bit as to what you understand by template. It can be a a single issue with some pre-filled bits of text or certain default values. It can also be a structure of several issues.
Depending on your scenario, several options exist in the marketplace. Have a look into some options here.

The clone function copies your template issue (if you like) with predefined values and text in it. You get to select a few options on creation as well:
So technically, it covers much of what you want to do. A couple of downsides in terms of user experience:
Why I refer to the marketplace is because most of the time you want to hit the standard create button in Jira and then be able to use a template. And that's not possible out of the box.
