How to disable the "What's new in Jira" in Jira version 7.8.0.
I didn't find the system plugin "Jira Welcome Plugin" as say here : https://confluence.atlassian.com/jirakb/how-to-disable-the-what-s-new-in-jira-window-when-users-log-in-279511777.html

In this section, i have only the default dashboard.
No option to disable the "What's new in Jira" popup
I saw a post in the Confluence area that says it's the "Onboarding" plugin. I found this same plugin in JIRA and disabling it seems to work.

Try to check this setting:
System > User Interface > System Dashboard
May be you would be able to disable it from there.
