I have a screen that has 10 questions, each is labelled with name of question and the Description for that field asks the question. I want to be able to view the question on the View screen for that issue. How can I do that?

It is documented in the Atlassian JIRA docs that:
Field Description is displayed beneath the data entry field when entering new issues and editing existing issues, but not when browsing issues.
