When creating a new project we want the configuration to always been the same.
I have found the Default Screen, but when I create a new project is it not setting up the fields that I have chosen.
Such as Log Work.
Is there another screen that I need to edit as well? if so where?

If you are using JIRA for the first time and creating a new project - JIRA will apply the default schemes to that project based on the project type chosen.
Once your project is created - you can edit the schemes to match your needs.
You can also configure the default screens, custom fields, permissions, etc.. to match your needs.
If you are creating additional new Project(s) in JIRA - by default JIRA will create new schemes for the project.
This means you will be getting a new Issue Type scheme, Workflow Scheme, Screen Scheme, Permission Scheme, etc.. all specific to that new project.
If you have already a project where you have set your desired schemes and you want to use those same schemes to the new project - then, while creating the new project - you will have an option of copying the configuration.
Choose the Create with shared configuration option while creating the project and select the project from which you want to use the configurations.
The new project will now have the same configurations as the existing project.

The doesn't answer what I want to do.

This is what I'm trying to avoid having to do, I don't want our PM team having to go through and change the Scheme, rather having it preset for them.
If this is possible, that's what I would like to know from where and how?

When i say 'Once the project is created' - I mean the very first project in JIRA.
You will not be able to edit the schemes without creating the initial project.
After the initial project is created - edit the schemes per your needs and then follow the steps mentioned in my previous comment.

got it, unfortunately in that case we've already created a number of projects, importing them from another tool.

Yes - 2 options
1. If you want your project (creating new in JIRA) to have the schemes from the ones you imported - just follow the above steps and select the imported project as your source scheme.
2. If your imported projects do not satisfy the schemes you desire - you will need to modify the scheme on atleast one project and then follow the same steps by choose that (the modified) project for the source scheme.
Additional Option:
You will still need to complete option 2 for this
Further if you would like to update the scheme for already imported projects, then go to each project and change the scheme in the Project administration section.
