Hi All
When you click on any issue in the backlog, a small screen appears with issue details.
We would like to edit the layout of this screen in our JIRA SERVER.
Is this possible? If yes, how?

Yes, It is possible. You can edit this side issue view by following these steps.
1. Go To Board Setting "Configure" option from the top right corner
2. Go To "issue details view" option from the left menu.
3. Simple drag and drop the field name according to your requirements or you can add the more fields also if you will not find anyone that you want to keep.
You can add new fields from the Top.
Thanks @Monika Rani for the reply but may be I was not clear in my requirement.
What we would like to reorganize is the sections and not the fields inside it.
Example, we would like to move Subtask section above the Description section or Attachment section just below the Details section.
Is this configurable?

I don't think so it is configurable, you can configure the fields only, not the sections.
