We have a customer which have 4 team managed project.
Actually they have only access to Time line view of individual project progresion within each project which is an annoying limitation now
So far now the PMO would like to get an overview board in order to manage the progress of all the 4 team project in a single view. He could potentially have a filter in that view to hide or show selected project
How can he accomplish this kind of thing natively in Jira Cloud ?
Is this possible or this is the limitation of Team managed project ?
To compare for instance in DataCenter you can play with Dashboard or global gant graph

A workaround could be that you create a company-managed project and configure the board filter that it displays only issues from the 4 team-managed projects. Maybe you can give the company-managed project a distinctive name that indicates that it is the PMO-project.
Another option would be to work with dashboards. My company provides an app that enables you to build cross-project Jira dashboards. It's called Quick Filters for Jira Dashboards and it provides a lot of cool advanced gadgets, including a Quick Controller gadget which can filter down all the other gadgets dynamically, e.g. per project.

"An overview board in order to manage the progress of all the 4 team project in a single view" could be easily achieved by creating a dashboard in Jira with all the necessary gadgets on it that displays the information PMO would like to see.
Jira offers some native gadgets that could be useful for your needs, such as Two Dimensional Filter Statistics gadget, Issue Statistics gadget, or Pie Chart gadget.
And if the Jira native gadgets are not enough, you could search on Atlassian Marketplace for an app (addon) that provide additional gadgets. For example, our Great Gadgets app offers a Pivot Table & Pivot Chart gadget that lets you display the progress of your projects in form of multi-dimensional tables, heatmaps or charts of various types. See some examples:

You can create a new board that shows all 4 projects by creating an underlying filter that includes all four projects: Project in (ABC, DEF, NON, GHY) for example.
Here is an article that will walk you through creating the board.
That being said, anyone serious about doing this type of work needs to use Company-managed projects and not Team-managed projects for this vey reason.

I know that for this type of things Company managed is the way to go but this customer is a small one and they start a year ago with Team managed project because they did not have any jira admin and was simply for them.
Now they notice they need a bit more and they have not plan for changing project type which will require a huge job and investment

Understood - but it shouldn't be that big of a job or investment to migrate them.

Yes, the timeline has a limit for single project only.
If, you've Premium or Enterprise subscription - you may use Advanced Roadmap to have PLANS with cross-project.
With Native features - Board can only be the option here.
Other Options:
1. Dashboard with projects details. (Single OR Many dasboards)
2. Integration your timeline into a single confluence page macro.

You mean Board wihin single Team project or do you mean Dashboard ?
If board on a single Team managed project will it be possible to visual data from other team manged project or is it limited also to current project ?
For your infomation customer have only Standard plan today and I need to leave with that

With Native - ONLY BOARD is a possible as of STANDARD version.
Team Managed cannot have board that can be configured, hence you cannot change the filter. Also, one cannot have more than 1 board in a Team Managed project (in any edition as Premium, enterprise, etc).
In the below screenshot, I've created a filter as Project in (a,b,c,d) wherein a and b are software type project and c and D are buisness/work management type project.
Created a Kanban board, at project A location, having filter as of above one.
