I have created external user permission rights and the projects and issues are not visible, but all filter and dashboard names are visible

You will also need to apply permissions to the Filters and the Dashbaords.
I can't find a place where to change that. Under the edit permission there is non that talk about dashboards

You can't set a default. You can copy one, but I am not sure that would even keep the permissions. You will need to do existing ones manually one by one.
