How to hide the web items like worflows in the project setting for specific role in Jira software?

You can’t selectively hide these options. If the user is an admin the will see all options associated with the admin level, e.g. project admin or system admin.

If you are on Jira server, it's possible through the use of Script runner's "Script fragments"

Keep in mind though, this is NOT SECURE, it only hides page elements, if you really want to limit access to specific links, you will need something in front of your jira instance to filter access.

As a general good practice, it is always best to limit the number of administrators to people we trust with such power, then you wouldn't need to hide those links from them.
