How to implement tool tips in Jira Cloud ?

Hey guys!

We would like to implement some sort of tool tips to help the team understand what they need to enter in certain fields when creating a new issue.

We also found some pics with something like this:

How can this be implemented ? Or if this isn`t viable for Cloud what else do you recommend ?

Nope. I used the description, default value and the ability to set the field as required to steer the team in the right direction.
