How to include a web link when creating a new issue?

In the creation screen, it is not possible to add a web link.

In the issue editing screen, is possible to add a web link.

No you can't do this on creation, you can create a custom field of the type URL that can be placed on the create screen.

Otherwise you will need to use the API, the API has an option to update an issue and add a remote link to the issue.
