On server, you can see JAR file size by looking at it on the server:
webapp/WEB-INF/lib/
<jira-home>/plugins/installed-plugins/
This really does not take into account any DB tables it is using or how it uses the index. This will impact overall size. It would be better to see if the app has any performance tuning recommendations. Apps that will have a resource impact on your instance will usually have information on what additional resources are required to run it.
