How to limit number of users in Jira and Confluence?

Hi! We are using Jira Server 7.3.6 and Confluence 6.15.1.

Our instance has limit of 500 users, and when we can create more users, all our users can't work (they see error message) till we make some users inactive, so the number users is less than 500 again. 

Is there any option to make creation of extra users impossible, if there are no licenses available left?

Hello @Tatiana Sokolova ,

When you hit your user limit you will be allowed to create new users. However, these new users will be created without the 'JIRA Users' global permission and will be unable to log into your JIRA instance.

You have two options moving forward:

1. Upgrade your current JIRA license to a higher user tier. Upgrade pricing can be viewed here.

2. Deactivate the user
