How to link(relate) between test cases

Hello, 

I wonder "Test management" Jira plugin can make a relation between test cases.

Basically it can relate to test plan, requirement, execution but cannot relate between test cases. Actually some test cases can be related to other test cases but I can't find a tool to relate those.

you are able to create any relations between to issues in "Relations" tab.

Yep, I know.. but in some test case->relations, there is no "New direct link" function.

What I only can see is like below.. Is there any way to use "new direct link" ?

That is probably due to the lack of "Link Issues" permission. The visibility of that button depends only on that permission. 
 
Check in Jira if you have that permission. You may need here help of your Jira instance admin. You can also check if you can link issues in native Jira views. If not for sure it will be "Link permission".
