How to make, activate jira-config.properties?

To remove the warnning "temporary administrative", I want to setup  jira-config.properties.

I made jira-config.properties file on home directory manually.

and also I edit like the attached pic.

But it is not working.  ( the warnning is still displayed on top)

Would you explain in detail how to make and activate jira-config.properties file?

@sangsub.kim - after making changes to your jira-config.properties file, have you restarted your Jira app on your server?

Yes. so many times.  also including turn on/off ubuntu.

OMG.   I found the answer. it's not home directory.

Ahhh - yeah, it's the Jira app's home directory, not yours. ^_^
