How to make field mandatory at a workflow state using plugin?

Hi Team,

We are trying to make custom fields mandatory at specific workflow states. While exploring we found out that this could be done using workflow validators but we are interested in implementing this functionality via custom plugin. If there are any suggestions related to the approach for implementation, please let us know.

The out-of-the-box Field Required Validator can be used on a transition screen.

We are trying to develop an individual plugin as we want the project admins to have access over making fields validations during the workflow transitions.
