Here is the scenario. An "original" assignee can re-assign an issue to a QA person at any time (at any workflow status). However, we would like to prevent it from happening if certain fields are "empty". Is there a way to force a current assignee to fill out those fields prior to re-assigning an issue? Just as an FYI - our JIRA is cloud-based.

No, you can't really prevent things like that in Jira Cloud for an action like assigning issues. You can try to clear the assignee and send an email informing them what you did. But you can't prevent it from happening up front.
