How to manage jira users directory in crowd.

Hi, We have a active directory with 100,000 users and only few people use jira, confluence etc.. We have licenses for 30,000 users in jira. As jira-users group is syncing with active directory so many people who dont use jira are getting into jira-users group. In this way we are wasting our licenses. How to resolve this ?

Is your jira-users group defined in AD or Crowd or Jira?

Is Crowd or Jira set up to automatically add people into jira-users the first time they log in?

Crowd is set up in a way that, when a user logs in for the first time , they will be added to jira-users group.
