Are you talking about the MicroFocus Application Lifecycle Management product (previously owned by HP)?
Are you trying to migrate the data to a self hosted Jira (Jira Server or Jira Data Center), or SaaS Jira (Jira Cloud)?

Which features of ALM do you use? Are you needing to migrate test information (test cases and/or test execution results)? Are you needing to migrate issue tracking?
Are you planning to use native Jira functionality, or will you add a third party application that adds functionality for test management?
One option for you to consider is engaging with an Atlassian Solution Partner to help you with the migration effort. Many partners already have executed such migrations and can analyze your environment and work processes to make recommendations on the best path to follow.

Other options are to use a basic CSV export to get data out of ALM, and CSV import to import the data into Jira Cloud.
If you incorporate a third party app that extends Jira with Test Management functionality, there may be additional migration options available.
