How to prevent an issue from being deleted if it has linked issues?

is there a way to prevent an issue from being deleted if it has linked issues? 

It should not be a matter of permissions, and it should be a condition that does not depend on the status.

you need to prevent deletion. deleting issues has all sorts of bad side effects. Deletion should be restricted to system admins. To your specific request, you cannot prevent based upon "has links".

We already use deletion restriction, but I was looking for this "additional feature".

It's a pity it can't be done!
