Unlik*e the other Atlassian products, you don't just buy Jira Align. The software is built for large complex organisation, and it's nowhere near as simple as "buy it, use it, expand it to other teams".
You can get pricing from https://www.atlassian.com/software/jira/align/pricing but even that starts by pointing out you are probably on some transformation journey. It points you to tools to help you work out if you're ready for Align, and where you are on your Agile at Scale transformation. When you are mature enough, there's a link to contacting Atlassian who may give you your own advocate, or recommend one of the Align qualified partners (select Jira Align from the product list for them). You could also contact a partner early on, to see if they can help you with your transformation and then get Atlassian involved when you're ready.
Once you've engaged with the Align team, they'll get it installed, and help you get your people to adopt it.
