Today we have 5 licenses according to image below:
Recently we discover that is possible to add a new user that not count towards license. Documentation we used was found here: ( https://confluence.atlassian.com/kb/creating-a-jira-administrator-that-does-not-count-towards-license-938020264.html).
Our question: It is possible to create that user for example suporte.infra and release the current administrator, so one of our five licenses will become free to use it for another user ?
We created new user but i was not able to verify our dashboards since the error message is show: "Blocked by Content Security Policy"

Don't worry about it. By default, you should still be able to create the user as mentioned in the What happens when I reach my licenses user limit in JIRA:
When you hit your user limit you will be allowed to create new users. However, these new users will be created without the 'JIRA Users' global permission and will be unable to log into your JIRA instance.
In this case, you should be able to create the user supporte.infra first and release the administrator access to free up your license before the new user can log in and the license count will be down to 4 users since supporte.infra is free from it.
Regardless of that, I highly recommend you to backup your JIRA instance first and if possible, run this through a staging instance before implementing it on the production server.
