You would take away their Application access to Jira temporarily.
If Jira is the only product in your Organization/Site you could suspend the users' access to the Site.
Otherwise, as @Nic Brough -Adaptavist- said, you'll have to modify the permissions of the projects. For Company Managed projects you would create a Permission Scheme where nobody but Jira Admins have Browse Projects permission, and then apply that scheme to all projects. You would need to keep track of their original permissions schemes though to revert them when you want to re-enable access.
For Team Managed project, the default least privileged role is Viewer, and that role can still comment and add attachments. You would need a custom role for each Team Managed project that revoked all permissions except the ability to view issues, and then assign all users in each project to that custom role.
