We do not want site admins creating nor editing fixVersions as we have standard ones which should be used across the instances.
But based on our initial investigation, it looks like restricting the site admins from creating fixVersions will also remove the flexibility for teams to self-manage within their JIRA projects, as the project admins (SMs, POs) would no longer have the ability to update User Roles & Permissions, or any other project configuration. The ability to create a fixVersion is tied to the "Administer Project" permission. We want project admins & their teams to self manage.
Is there a way to restrict the creation of fixVersions within Jira projects solely to the Jira admins?

If you grant a user the Project Administrator permission, then this user will be able to manage versions as long as to manage users, components and so on. You can not let a project Administrator manage everything except versions

Site admins will be always able to add a Version to a project. You can not restrict it.
