I would like to restrict the user in JIRA so that he/she can only see assigned to or created by him/her.
I tried using issue level security by creating a security scheme and also created a group to which i wanted give the limited access.
I feel that somehow i'm missing a simple step here.

Actually, you do not need to use Issue Security Schemes.
You can remove all groups and roles from the Browse Issue permission in the project permission scheme and add assignee and reporter there. If you want some group to see all tickets, then grant the user the Browse Issues permission.

PO assigns them, but only assignee can see their own issues but not each others?

welcome to this community.
If you already have created an issue security scheme, just make sure, that only the current assignee and the reporter (and maybe Admins/Managers/...) are allowed in your default security level.
In all issues, that have the security level assigned, then only this users will be able to see that issue.
